According to the International Residential Code a tiny home is defined as a home of 400 square feet or less, not counting loft spaces.
Another definition has a tiny home of up to 500 square feet.
In both cases the tiny home must have all of the expected amenities you would find in a regular home. These amenities include fridge, stove, washer, at least a 3-piece bathroom, sleeping and seating area. How this is all configured is where the creativity comes in.
